Role within the group
MAXSTREAM MEDIA OÜ is the group's media service provider for the European Union. Its responsibilities comprise:
- Editorial responsibility for the TIBO television channels distributed in the EU — programme scheduling, content acquisition decisions and compliance — exercised from Tallinn;
- Licensing — applying for and holding Estonian television licences for the TIBO channels under the Estonian Media Services Act (meediateenuste seadus);
- EU commercial operations — carriage agreements with IPTV, cable, OTT and telecom operators in the European Union are concluded by MAXSTREAM MEDIA OÜ in its own name;
- Rights — holding the TIBO channel brands and the programme rights required for distribution of the licensed services.
Production and technical services for the TIBO channels are provided by the group company TRING MAKS DOOEL (Skopje, North Macedonia) under an intercompany services agreement, acting on the editorial instructions of MAXSTREAM MEDIA OÜ.
Licensing status
Television licence applications for the TIBO channels are in preparation with the Estonian Consumer Protection and Technical Regulatory Authority (Tarbijakaitse ja Tehnilise Järelevalve Amet, TTJA). No Estonian licences have been granted to date. Until the transfer of jurisdiction is completed, the TIBO channels are operated by TRING MAKS DOOEL under the jurisdiction of the Republic of North Macedonia.

Why Estonia
The group serves Albanian-speaking audiences in the European Union through carriage on EU operators. Such carriage requires an EU-established media service provider as provider of record under the Audiovisual Media Services Directive. Estonia was chosen as the group's EU base for its fully digital, English-language administrative environment, its predictable regulatory framework, and its established practice of licensing television services directed at audiences outside Estonia.
